Patchwork test-command-template.t time-based (I think?) failure

test-command-template.t is broken somehow (on my mac, at least). I thought it was timezone related, but it fails even if I export TZ=UTC. Thoughts?

I *think* it has something to do with the impending new year, but I can't isolate the exact cause right now. Failure below (timezone with this failure was America/New York, if that helps):

augie% make test-command-template.t
